I’m Confused…

Will someone please explain to me why President Obama says “that we can’t welcome…reform that justs invests more money in the status quo – reform that throws good money after bad habits” in regards to the health care industry and yet he saw fit to throw money hand over fist at the banking and auto industries.
Doesn’t that qualify as throwing “good money after bad habits?”
